Ms. Juhl-Rhodes is a Chico native and a partner in the firm of Peters, Habib, McKenna, Juhl-Rhodes & Cardoza, LLP. Ms. Juhl-Rhodes’ work with the firm includes real property litigation, public entity, and public utility law, eminent domain, personal injury (plaintiff and defense) cases, contract litigation, insurance law, municipal code enforcement proceedings, appellate litigation for municipal code violations, construction defect cases, mobile home, and recreational vehicle park law, and appellate/writ practice.

Ms. Juhl-Rhodes grew up in the local agriculture community and has years of experience in agriculture, including work in almond, walnut, kiwi, and Asian pear orchards. This experience assists her when issues arise for, or legal assistance is needed by, the firm’s Ag clients. She also has extensive experience in the craft brewing industry and residential and commercial construction businesses, handling human resources, water issues, city, state, and federal compliance, environmental law, sustainability, alcoholic beverage compliance, and land use and development of both commercial and residential projects.

In her work for the firm, Ms. Juhl-Rhodes has represented corporate and public entity clients including the City of Chico, Town of Paradise, City of Oroville, Chico Auto Finance, Inc., and Union Pacific Railroad Company.

Along with Mr. Habib as lead counsel, Ms. Juhl-Rhodes recently obtained a landmark victory for public entities in the area of inverse condemnation law. The California Supreme Court decision, City of Oroville v. Superior Court of Butte County (2019) 7 Cal.5th 1091, was the first inverse condemnation decision in over two decades and was the culmination of a decade of litigation in the Superior Court, Appellate Court, and ultimately, the California Supreme Court. On May 13, 2020, Mr. Habib and Ms. Juhl-Rhodes’ victory was recognized by the premier legal journal, the Daily Journal. Mr. Habib and Ms. Juhl-Rhodes were named California Lawyer Attorneys of the Year in the 24th Annual CLAY Awards.

Ms. Juhl-Rhodes has been involved with community soccer for decades, including as a player, coach, and team manager. Her entire family, including her husband and two sons, play or have played soccer locally in many leagues, including Chico Youth Soccer League (CYSL), Butte United, Paradise Ridge Youth Soccer Club (PRYSC), Paradise High Varsity Soccer, Chico High Varsity Soccer, CARD, and indoor soccer leagues.
